Cpl. Zeina Black is the supervisor of the Permits and Bus Safety Unit, Commercial Vehicle Safety Division of the Pennsylvania State Police. She is certified by the Federal Motor Carrier Safety Administration’s North America Standard in Part A and Part B and Passenger Vehicle. She is also certified as a Pennsylvania School Bus Inspector, and a Child Passenger Safety Seat Instructor. She instructs classes for new school bus inspectors, car seat technicians, and awareness in human trafficking.

Denille Girardat Myers is an active partner of her third generation, family-owned transportation business, Girardat LP. The Girardat family will celebrate their 74th year of transporting students in the Cochranton community in August 2023. Girardat LP proudly services the Crawford Central School District and IU#5 in Northwestern PA.

Denille is a graduate of Johnson & Wales University where she earned B.A. Degrees in Fashion/Retail Management and Marketing as well as A.S. Degrees in Fashion Merchandising and Retailing. Following college, Denille had a successful 14-year career in the retail field before coming back to the family business.

Denille serves as the Immediate Past President of the PA School Bus Association, is the Nominating/Bylaw Committee Chair and the Co-Chair of the Exceptional Learners (Special Needs) Committee. The Girardat’s have been long time members of PSBA and Harold Girardat (Denille’s Father) was the 13th PSBA President. Denille is proud to follow in the previous presidents’ footsteps and will continue to support PSBA’s mission statement: to provide programs, education, and services that promote and foster the highest degree of safety in the transportation of school children and strengthen the quality of student transportation through professional management.

Denille and her husband Lee, reside in Cochranton with their daughter Kaitlyn and their double doodle, Cooper.

Partner with RC Kelly Law, Matt specializes in mergers & acquisitions, contracts, property leases, & unemployment compensation. Matt provides corporate counsel for businesses & trade associations with a focus on the transportation service industry.

Matt has years of experience representing clients in court hearings and in front of administrative entities such as the Departments of Labor, Department of Education, and Department of Transportation. He recently has been involved in speaking and presenting on a variety of legal topics that have an impact on employers throughout the Pennsylvania, New Jersey, New York and Delaware area.

Brian is the newest addition to the RC Kelly team. Brian brings experience in various fields such as construction law and regulatory compliance.

Since joining the RC Kelly team, Brian has provided legal advice to transportation contractors on contracts, property leases, employee matters, and mergers and acquisitions. Additionally, he has represented employers before various regulatory agencies.

Rich Kelly is the founding member of RC Kelly Law Associates with a practice focused on helping commercial operations grow and improve. At PSBA, Bobby will help bring confidence to operators and drivers that as time moves forward, solutions are coming that will allow them to do their job more safely and efficiently…and help children get to/from school safer. We will look into the future and see the coming impact that Artificial Intelligence will play in the safety space and what is being used in other industries that can be anticipated to be introduced into the school bus industry. How the mindset shift in philosophy on safety around the school bus will need to morph to be more how the heavy equipment mindset safety solutions revolve around the ‘other’ equipment or in this case public vehicles. This is different from the mindset of just safety alerts on the bus itself.

In 2023, AIG Safety received approval from NHTSA for a new technology called “Focused Illuminated Projection” to be implemented on school buses throughout the country. This is the first technology that informs drivers around the bus “WHERE” to stop in relation to a school bus. It is a tangible alert system that operators, students, and other vehicles can see and use to keep a safe distance. With a blend of technical proficiency and a deep understanding of human factors in safety, Bobby delivers compelling presentations that resonate with diverse audiences, inspiring them to embrace a culture of safety and drive positive change in their workplaces. Whether addressing industry professionals, corporate executives, or safety advocates, Bobby Lanyon delivers engaging and informative talks that leave a lasting impression, motivating audiences to prioritize safety as a fundamental aspect of their operations.

Maria serves as Deputy Secretary for Unemployment Compensation (UC) Programs for the Commonwealth of Pennsylvania. In this position, she is responsible for the oversight and administration of the Commonwealth’s UC programs, including the Office of UC Benefits Policy, the Office of UC Service Centers, and the Office of UC Tax Services. Prior to this appointment, Maria served as the Deputy Chief Counsel for UC, having come to that position from the Department of Corrections where she served as counsel in the litigation section, representing DOC employees in litigation before state and federal courts. Maria graduated from Elizabethtown College with a Bachelor of Arts in Political Science and a Bachelor of Arts in Philosophy. She received her Juris Doctor from the Dickinson School of Law of the Pennsylvania State University. In her free time, Maria enjoys running, reading, and spending time with her Mom and cats, Mitzi and Bernie.

Linda Neff joined Keystone in 2016 as the Director of School Transportation. For almost 20 years, Linda has been involved with school transportation insurance and underwriting.

She is well versed in the bus marketplace and understands both the challenges and needs of clients. She’s able to swiftly identify trends and evaluate losses. Her experience within the marketplace has provided her with a keen understanding of the operations of private school bus contractors.

Linda is a graduate of Clarion University with a B.S. Degree in Business Administration and has earned her Associate in Underwriting designation and the Certified School Risk Managers Designation.  Linda is a contributor of article content to the NSTA and PSBA publications ,has hosted a variety of webinars and has participated in the NSTA Bus Stops Here Podcast.

Jodie Quibell, Senior Vice President, Reliance Student Transportation.   

Married 40 years to husband Bryan.  We have a 37 year old daughter, Lyndsy, who we now share in primary care as she is awaiting a lung transplant.     

 

I began my working career as the Guidance Secretary of the high school I attended along with my 30 year career as a fitness professional – 2 dream jobs for me.   

 

After the birth of my daughter, I thought the perfect part time job would be to drive a school bus so I could spend more time at home with her.  I could still interact with students which I loved.  Unfortunately, my baby daughter was not having it.  I assisted my husband with his computer business and later an insurance business.  22 years passed, and I decided I wanted to give the bus driving thing another chance.   

 

I began driving a home to school run for a local school bus contractor and was immediately approached about being on the safety committee which in short order lead to becoming a Safety Supervisor.   

In 2017, I began working for the new contractor, Reliance Student Transportation as VP of Administration and play a role in executive leadership.  I’ve helped to streamline recruiting and hiring, re-vamped our training program to great success, and play a hands-on role in daily operations and now serve as Senior Vice President.

As the National Training Manager for Q'Straint and Sure-Lok, Darren's duties include developing training, user experience materials, and courses for all wheelchair securement applications.  In addition, Darren oversees the highly successful annual National Training Seminars for Q’Straint and Sure-Lok.  He has been invited by numerous agencies throughout the country--including BusCon, CTAA, STN, NMEDA, and Metro Magazine--to speak on safe and effective wheelchair securement practices and regulatory issues. Prior to entering the transportation industry, Darren spent 10 years working in higher education at Tufts University and Amherst College, focusing on issues of diversity and student access. He is a magna cum laude graduate of Amherst College (Ma).

Karen Dressel is the Vice President of Safety & Training at Reliance Student Transportation. With 15 years of experience in the school bus industry she is focused on safety protocols and is instrumental in ensuring the well-being of passengers and drivers alike. Karen’s commitment to excellence extends beyond her role as VP, as she also serves as an Instructor Coordinator, School Bus Instructor, National Safety Council Defensive Driver Instructor, ASSP Member and a Child Passenger Safety Technician.

Outside of her professional endeavors, Karen finds solace in her hobbies. An avid recurve, bare bow archer and practitioner of Brazilian Jie-Jitsu (BJJ) she embraces the discipline and focus these activities instill. Karen also has a fascination for reptiles which is evident in her passion for her pets. She shares her home with four snakes and two bearded dragons.

In addition to her career, hobbies, and passion for reptiles Karen cherishes her role as a mother of three, now adult, children. Through both her hobbies and her experience as a mother she exemplifies resilience, determination and compassion in all aspects of her life.

Karen’s unwavering dedication to safety, her passion for learning and teaching, her love of scaly creatures and her devotion to her family make her a true leader in her field and community.

Derek Whaley is a member of the ROUSH CleanTech Business & Development team as of August 2013. Prior, he was working for ROUSH partner Alliance Autogas in the southeast market setting up propane autogas refueling stations for propane powered vehicles.  Derek brings knowledge from hands on experience helping fleets to make the switch from conventional fuels over to clean energy solutions. The principal focus of his work with ROUSH CleanTech is promoting domestic clean energy sources as a clean alternative motor fuel for on road engine platforms to public and private fleets across numerous vehicle platforms.

Colby Laudenslager is a Vice President with DST/ Keystone Insurers Group . He specializes in building alternative insurance programs for  clients in the transportation and construction industries. Along with building insurance programs, he provides risk management services to help clients turn safety into savings.

After a long day of deductibles and co-insurance, he  comes home to a very busy family! Colby and his  wife & have a 6-year-old boy, 3-year-old boy/girl twins, and dog – McGraw. In their free time, they play sports, swim and active with their church.
